I am not quite sure what you mean your dog can hear you unless it is deaf. if it is avoiding eye contact he is trying to say you win please dont yell. is he doing something that makes you think he is not listening? dogs are not people they will not understand a 5 minute rant about how bad they are. a simple no or pop with a leash is enough to let them know they did something wrong.

when dogs stare at each other they are challenging the other dog when one averts its eyes its saying you win I am lower than you. so by not looking at you your dog is trying to avoid conflict. the dog knows your mad for some reason and is not looking at you because he doesnt want to challenge you. he is saying you are alpha.
