Whats the point of doing that?! Once the owners realize that it's been dyed they will either give it back or get rid of it.The only hope the dog has is that the owner is a responsible pet owner but only people who don't really care will be fooled by this.What a shame

You've got the Panda Shepherd, which is a German Shepherd with a large amount of white in the fur, and sometimes light blue eyes. The color was the result of a pure GSD breeding. It was simply a mutation and occurs in, I believe, only one line of GSDs and no health defects have been noticed with the coloration. No double panda has ever been born, however. They are simply GSDs, not a seperate breed, but can only be shown in some registries.

Then you have the Panda Dog, which is simply a dog whose fur is dyed to look like a panda. It's basically just a 'designer dog'. They're just mixed breeds, dyed and sold for about $1,000. It's really a bit disgusting and the dye doesn't even last that long, which is when the fascination begins wearing off. The Panda Dog is actually a Maltese/Poodle mix, but many purebreds are also being dyed by their owners and such to mimic the trend. They are also randomly dying dogs in shelters in the hopes of getting them adopted easier.

Usually when Panda dogs are mentioned they are referred to dogs which have been dyed to have the markings of a Panda:

There is also a color of GSD called Panda. The color is DQ in the AKC ring. Here's a Panda Shepherd:

I'm just curious, what kind of dog is a panda? I've seen it mention in the classifieds.
